Job Purpose
This position is a is accountable for leading the development, implementation, updating and enhancement and maturity of the organization-wide Operational Resilience and Recovery program, in accordance with evolving and complex regulatory requirements, with OSFI and CDIC's overall timelines and requested deliverables. Supports the integration of financial crisis management planning (including resolution planning) into the Credit Union’s decision-making processes and its risk management practices. Resiliency and Recovery Manager will report directly to the Vice President Enterprise and Operational Risk Management. The role will require the ability to thrive within an environment of ambiguity, work independently and collaborate with key stakeholders across the organization. The incumbent will play a critical role in ensuring Coast Capital satisfactorily meets the evolving and highly demanding regulatory
expectations in resiliency and recovery planning.
Accountabilities
- Develop the Resilience and Recovery Program
- Contribute towards the strategy for developing and implementing the operational resilience framework.
- Liaise with external networks and industry groups to stay abreast of current Operational Resilience practices, including related developments in peer banks, and the latest regulatory expectations and guidance.
- Lead the overall design and implementation of an enhanced enterprise-wide Operational Resilience Program. This may include the following activities:
- Approach for the identification, inventory, and prioritization of enterprise-wide critical business services
- Approach for setting impact tolerance for the identified critical business services
- Approach for scenario analysis
- Defining an organizational implementation strategy and plan
- Training of stakeholder groups for global execution of program
- Designing and implementing annual testing and self-certification process
- Establishing and addressing technology strategy for repository and status reporting
- Mapping enterprise critical business services and shared services to assess resiliency
- Coordinate senior management and stakeholder meetings and working groups as appropriate.
- Establish and coordinating reporting as appropriate.
- Working with other risk stakeholders to explore integration with risk management programs
- Govern the development, annual implementation, and further refinement of the Recovery Plan.
- Analyze and respond to requests relating to resolution planning from internal and external parties.
- Create effective responses to OSFI relating to the Recovery Plan.
- Provide guidance to key stakeholders in the creation/updating of their own resiliency plans.
- Monitor and report on industry and regulatory guidance related to resolution planning, by proactively identifying key guidance or issues to be addressed.
Skills & Qualifications
- Undergraduate degree required; CPA preferred; BCP Designation (DRI/BCI) is an asset; Risk designation or the desire to complete is preferred; Equivalent combination of education and experience will be considered
- 10 years’ experience developing, implementing, and managing similar large-scale, cross-functional organizational change initiatives in a discipline of risk management. Experience of managing communication with regulators like OSFI. Experience in Treasury or Finance preferred.
- Strong writing, communication and presentation skills and comfortable in dealing with personnel from all levels of the organization
- Must be proficient with Microsoft Office: Word, Excel and PowerPoint.
- Proficient in business acumen and risk management concepts related to financial institutions.
- Strong organizational skills with the ability to work in a fast-paced environment and manage multiple deadlines and priorities.
- Strong critical thinking, analytical and problem-solving skills.
- Organizational awareness and demonstrated relationship building skills, with a superior ability to make things happen through the use of positive influence.
- Ability to collaborate with key stakeholders to find common ground and viable solutions.
- Sound understanding of the risk management principles and OSFI regulatory requirements.
- Proven governance, risk and control experience.
- Strength in influence and relationship management skills.
- Able to consistently deliver high quality work under pressure; able to act fast and work within tight time frames and maintain a sense of humor
