Role Purpose

 

This Strategic Sourcing Lead role is a strategic role responsible for delivering business and organizational benefits. These benefits are accomplished by driving the end-to-end strategic sourcing process including portfolio management over a single or multiple sourcing categories (ie. IT, Professional Services, Business Services and Facilities& Office Management). The activities this role will lead include market analysis, product/service analysis, category development, sourcing, negotiation, contract development, implementation and administration of goods and services contracts. This role leads cross functionally through planning and interdependencies leading internal customers for the strategic sourcing of multiple categories of goods and services, and is accountable for ensuring compliance with Coast Capitals strategic objectives, within guidelines, policies and procedures. The incumbent will drive lowest total cost of ownership and ensure enterprise effectiveness and benefits.

 

Accountabilities

 

Administration

 

  • Maintains strategic sourcing records and prepares summary statistical and information reports
  • Completes extensive reviews and draft documents for new contracts and performs ongoing reviews of existing contracts and contract renewal requests

 

Communication

 

  • Advanced communication skills to communicate project objectives, requirements, expectations, concepts, and progress to the team, project sponsor, steering committee, senior management and stakeholders

 

Governance

 

  • Ensures compliance with sourcing policies and procedures so that commercial, financial and service delivery risks are mitigated wherever possible.
  • Ensures that all strategic sourcing activities are compliant with current financial policies.
  • Seeks approvals and abides by the Authorization Matrix set by Finance.
  • Ensures compliance to existing contracts and service levels 

 

Leadership

 

  • Provides formalized direction and leadership to assigned procurement project team(s) and provides feedback on the performance of project team members
  • Demonstrates an excellent understanding of the corporate strategies, goals, and objectives by delivering the business benefits defined by them.
  • Determines strategic sourcing strategy, identifies required skills, knowledge and abilities and defines roles and responsibilities of project stakeholders
  • Manages strategic sourcing project plans: tracking, monitoring, and communicating project progress, requirements, quality measures, controlling of scope, and change control processes
  • Motivates and manages diverse business teams (internal & external) and situations to ensure successful completion of assigned strategic sourcing accountabilities

 

Operations

 

  • Responsible for the sourcing of a wide range of goods and services and contracts, including IT, Professional Services, Business Services and Facilities & Office Management.
  • Independently, or in conjunction with user departments, interviews suppliers, leads and governs negotiation for optimal commercial and legal terms
  • Drafts negotiation plans and contract language according to precedent and current legal contract standards; researches and obtains information and material required from a variety of sources.
  • Develops and drives the processes for sourcing events, requests for proposals, purchase orders and contracts. Follows legal contract standards and applies appropriate clauses including, but not limited to, limits of liability, indemnification, confidentiality, security, audit and insurance.
  • Performs market research and analysis of Professional Services, Managed Services and Facilities/Real Estate products and services, creates estimates and forecasts and identifies cost reduction strategies..
  • Manages complex information and technology product and service requirements and is able to research and provide optimal cost and benefit recommendations to stakeholders
  • Reports on actual costs, negotiation opportunities and overall strategic plan for sourcing, logistics and return on investment (ROI)

 

Program Management

 

  • Implements the processes for the selection, appraisal and management of the sourcing category including methods of research and approach to making strategic recommendations, advising senior management of all potential efficiency gains, cost savings and service improvement options. Includes conducting cost / benefit analysis and feasibility studies.
  • Builds, optimizes and leads sourcing category portfolio, including maturing the category data, reporting and overall governance
  • In conjunction with the user departments, determines the appropriate sourcing methodology, develops related documents; assists in the preparation of selection criteria, weights and decision matrices; arranges for selective competitive processes and facilitates complex evaluations

 

Relationship Building

 

  • Builds business relationships in order to effectively liaise with external and internal contacts such as SLT, technology groups, project managers, business partners, risk leaders, contractors, suppliers and corporate lawyers.

 

Risk Management

 

  • Working with stakeholders, ensures strategic sourcing practices and due diligence comply with established guidelines, ethics and with Coast Capital's executive directives. Utilizing industry knowledge and experience raises risks and concerns in a timely manner

 

Skills & Qualifications

 

Job-Related Experience

 

  • Minimum 5 – 8 Years of Job Related Experience
  • Minimum 5+ years of Job Related Sourcing/Procurement/Vendor Management Experience with demonstrable experience in conducting strategic sourcing events, managing complex product and service contract negotiations
  • A minimum of 5 years of related experience working within or in support of the sourcing categories. Advanced to expert experience with IT/software and contract billing models and negotiations

 

Formal Education

 

  • High School Diploma plus completion of a Diploma Program (two years of formal education or equivalent).
  • Undergraduate degree in a related field (BComm., BBA, B.Sc, BA) is required and a specialization designation such Professional Accountant (CPA) or Project Management Professional (PMP), as Supply Chain Management Professional (SCMP), are preferred.

 

Minimum Technical Skills

 

  • Strong knowledge and experience in category management, strategic sourcing and related leading edge techniques with verifiable evidence of significant results
  • Considerable knowledge of contract law, competitive bidding laws, negotiation and corporate insurance.
  • Considerable knowledge of the market and industry intelligence
  • Demonstrated knowledge of and proficiency with sourcing Professional Services, Managed Services or Facilities/Admin goods and services
  • Strong mathematical aptitude, analytical ability, accuracy and thoroughness.
  • Ability to prepare appropriate documents used in competitive processes and in contracting for a variety of goods and services.
  • Expert writing capability and advanced skills in Microsoft Office suite including in MS Word, PowerPoint, Sharepoint, Dynamics and Excel applications.
  • Expert knowledge of leading edge procurement & sourcing strategies, market analytics, total cost of ownership trends, business conditions and governmental regulations affecting the work.
  • Considerable knowledge of the sources, quantities, types and prices of products and services.

 

Non-Technical Skills

 

  • High standards of ethics and professionalism.
  • Ability to establish and maintain effective professional and respectful working relationships with internal and external contacts at various levels within the organization as well as across a variety disciplines.
  • Strong decision-making skills.
  • Good written and oral communication skills; able to present information in a clear and concise manner.

  • Maintains a valid driver's license for the Province of British Columbia with a clean driving record.

  • High level of demonstrated emotional intelligence with ability to establish and nuture relationships across all levels of the organization.
  • Ability to effectively lead and facilitate procurement and contracting projects to successful completion in co-operation with external suppliers and internal stakeholders at all levels in the organization and across a variety of disciplines.
  • Deep experience leading cross-functional teams to develop and deliver strategic sourcing solutions.
  • Conflict resolution skills for strategic supplier sourcing related governance
